Has it been used before?

Not sure if it has been used or what?!? But the roll was torn inside and dirty around the edges like it had been sitting around in someone's pickup truck for about 6 months. Feels a bit thicker and almost like fabric compared to standard blue 3M tape. Seems to stick to my glass 3D printer table.
