Lack of material for network adapter

I can't get this thing to work. I know it reads the SIM card but won't connect to the network even from a 2.4 amp USB charger. The same blink in a second. If anyone was able to connect to USA ATT it would be nice to know. The most disappointing thing is that since it's a single device, if it's really a power issue, I expect it to work without any additional hardware. And even then, with all the components built into the board, I don't know where to connect more power without risking the computer I'm connecting it to.
