Didn't draw water: Water Pumps

I put this pump in and got my boat out and it got overheated. Hosed it up at home, no leaks or issues. I didn't drive with the clutch. If the boat is then in the water, it overheats. Bought a repair kit for my old pump and installed it and it sucks water again. Something is wrong with this pump.
