Who designed it? for heating, cooling and air quality

This design is more idiotic than devilish. There is a safety button on the bottom that is so sensitive that even the slightest push will turn off the heating. There's a power button on the back, and then three touchpad switches on the top that aren't raised so you can still feel them. So you have to tilt the heater to see them. I don't feel any ceramic in the heater - I think it's plastic. It rotates about 45 degrees and the highest setting will comfortably heat a 10x14 room. Just don't touch!
