Profitable price; Works well on aluminum rims but not so well on steel

Raleigh 10 speed conversion early 70's. The original pads were hard. They were a steal at less than $1 each. One of my wheels is aluminum and these pads work well on it. The other wheel is steel and they don't work that well with it. I'm not sure what the difference is, but it's amazing how different they are. I noticed that Shimano sells these pads at a MUCH higher price; Maybe they work better with steel? In addition, these pads have a square shape, so when installed as received, only a small contact area remains. Luckily they were easy to sharpen a bit to match the wheel taper.
