The best option, cheap production.
I bought two-story bike racks. The best option for my application. One arrived with completely broken rivets on one of the floor supports. Return was my first thought; Then it occurred to me to go to the local hardware store and pay $5 to have it fixed the way it was supposed to be made. $5 and 20 minutes later it was fixed. After fastening I checked all the other rivets and it's only a matter of time before they come loose too. I loaded #10-32 x1 button head screws and nuts.
