I was only able to test the cable in my limited use case, so bear that in mind. Compared to previous experience with certified 1m cables, this cable transfers data at the speeds I've found from USB 3.x Gen 2 am used to. It has the same latencies I expected. When connected to a Qualcomm Quick Charge 3.0 USB-C battery on my Galaxy Note 10+, it charges as fast as that battery can deliver power in Quick Charge mode. The beginning and end of my hopes and expectations for the 6ft 10Gb/s USB C Cable were justified. In other words, it seems legal.
