Not the best option for small dogs

I am converting my 13 year old Doxy to raw food. Needless to say, what I think is the best option for Dr. Marty started. He liked it, the coat got shinier, more energetic, a full thirty feet long, but at $57 a bag, not the best. So I looked for other options. Northwest Naturals appears to have had good reviews, although most people have used it as a treat or as a dietary supplement. For Moose it was food. Here's what I like: 1) My dog likes it. Here's what I'm having trouble with: 1) It moisturizes well. The pieces are about 1 inch square and I have to pour in that much liquid and let them sit for about 20 minutes before they are soft enough to shred. If you then don't leave enough liquid behind, like with a truly liquid slurry, it won't. It is easy to digest. One night, Elk didn't have enough water to eat, and after about an hour he started lifting large chunks. More water seemed to help the next night, but still. So I'm looking for other options, I would say that this dietary supplement with 16 pieces of food is enough for a dog weighing 10-15 kg for about a week, which is good, so I'm looking for other options.
