It fits into the hole in the top of the 55 gallon drum.
This is called a drum hopper so we figured it would be possible to transfer from one 55 gallon drum to another drum through it. This is actually done to place a 55 gallon drum on top of the hole and pour smaller items into it. We have an oil burner and needed something to load our 55 gallon drums of used oil into the oil burner tank. We can still use it, just not the way we bought it.
