Was able to test my fuses under both the hood and interior and isolate the blown fuse that was preventing my OBD-II scanner from loading codes. PS: It wasn't a cigar or accessory outlet as all the videos on Google and YouTube suggested. I was able to check all the fuses in less than 10 minutes and only had to pull the blown fuse. FYI it was a fuse marked DLC (data link connector, yes!). Ability to change backup and download codes, erase codes and restore remote start functionality. Not bad for a $10 investment and 10 minutes of my time!
