Rain in car is best on snow and ice

I bought two cars and both cars had rain inside after using the cover. I added the cover between the car and the frame and closed the door tightly. This morning the lid was soaked from the rain (it soaked up, not repelled) and both my cars had puddles on either side. Has anyone else had this problem?
