Made from the right plastic and has the right specs to make it work, doesn't fold in half but is soft enough to turn a screw . Press the metal railing against the concrete steps. Drill and drive in the holes carefully. I coated the stainless steel screws with silicone sealant and tightened them by hand - press very firmly so that the dowel does not turn. They didn't rotate due to the tight, properly sized bore and good materials. The silicone keeps the anchor from turning, but most importantly it keeps water out of the hole for those of us who see winter temperatures and freezes. They don't have stainless steel screws which I didn't really want to have to get hold of them. Much luck.
