I bought this heater to keep in my office where it's always cold. As I type this, my legs get warm, making me feel comfortable and toasted. As other reviewers point out, the instructions are either missing important information you need to know or assuming the heater is faulty. To operate the device as a heater, you must first turn on the power switch on the back. When you turn on the device for the first time, the power and rocker buttons on the top of the device are unresponsive. The device needs to warm up first and then they will work. The power button on the top of the device is only used to switch between heating and fan. If the light is blue, you have heat. If the light is red, it's just a fan. Also, it seems like you have to warm up before you can toggle the swing button. Once you master these steps (again, not included in the guide), space heating is great for a small area.
