The alignment pin on the hose bracket that attaches to the vehicle frame was in the wrong position. If a pin were inserted into the frame's alignment hole, I would not be able to insert the screw that attaches the bracket to the frame. If I had started installing the bolt into the frame, the dowel pin would not have gone into the alignment hole. It was one or the other - a bolt or a hairpin. Since I had already disassembled the brakes and hose, I had to twist half of the pin and hammer the rest so the rest would fall into the alignment hole. There's no way to test this until you've removed your original mount, so if it doesn't line up, you're stuck with what I did.
