Okay the reason you might need this item is because your car got into (deep) water or had a serious accident/car fire without turning on the water and you don't sit down , the seat belt is unfastened/and/or the door is open (glass breaks). I assume that the holder is a commercial vehicle. .So after 35+ years I decided to stop rationalizing this fear, gave up and bought it. They were cheap for a pair, so they were in every car now. Now I feel safer! I gave them one star because I think the actual intended use is correct.
