Exactly what I was looking for!

It's not very obvious from the name or description of this product, but I'm happy to confirm that it's exactly what I was hoping for: the product should be "PoE-sourced with PoE support" hot ". network switch". Yes, this guy doesn't have an outlet. You power it with PoE and it also powers downstream devices. This makes it perfect for a place where you only use ethernet and already want to have a PoE device to add more to. I have a self-powered phone bay, but there are a few devices that I need to PoE power with it they don't sleep during a power outage. I only have a few ethernet lines and I can't share them all with a regular switch without it going down and switching over important devices during the outage. My hacky solution so far has been to use a PoE splitter in front of the switch, which can be powered by the splitter, which also powers the passive PoE bus, which then injects some power back in after the switch. It's terrible. With this device I can replace all this junk with this switch and save PoE, 802.3af compliant, downstream. it hardly heats up, which gives hope that it will be efficient enough, not wasting all the energy received and able to transmit as much as possible to subsequent devices. The metal case with mounting tabs is perfect for my use case and feels pretty solid. LEDs on all ports show you what's going on. If I had one complaint, it's that it's not GigE, it's just 10/100. It's not really a problem for what I need to use it for, but I would definitely prefer to have at least one GigE uplink port.
