I think this is a simple case of mislabeling?
It's nowhere near the right size for toddlers. My 3 year old is taller than girls her age and they are too big for her to wear. The footprint of the foot reaches her shins and the tips go too far. They are probably better suited for an average 10 year old girl. In addition, these are very good socks, durable and well made. Ideal for frequent sports. They are quite soft and have good cushioning in the heel area.
