Ok, for starters this is not a replacement for a wheel like a Strider. It's smaller and doesn't require the same balance. It's more of an impeller. After reading reviews about how small it is, I bought it for my son when he was 10 months old and already taking his first steps. This is an average height child. Unfortunately, his feet couldn't fully reach the ground when he was on the bike, so he couldn't maneuver it. Fast forward a few months and he has been a full 12 month walk/run and is 30 inches tall. His feet still don't reach the ground far enough to use the leverage needed to push the bike. In the end he gets out and only pushes him with his hands. I agree that while the bike itself is small and the handlebars are low, the seat is relatively high. An older/bigger kid is still better for this, but to be honest you might just want to consider a real balance bike at this point. Oh, and yes, it tips. But I think calling it a "rolling deathtrap" is a bit of an exaggeration. First of all, keep an eye on your little toddler, especially if they aren't coordinated enough to roll it without a tip.
