Doesn't work on Windows 10 Pro 64-bit

This Inateck KU-5211 card doesn't work on Windows 10 Pro 64-bit. I'm a very experienced computer user with an Electrical Engineering degree and have been working as a software developer for many years and still haven't been able to get this board to work properly! The only thing that works with this card is the built-in power indicator. I've tried different PCIe slots with no success. Windows automatically detected the card, but displayed a warning triangle with an exclamation mark saying the card is not installed. I was able to download the drivers/installer from the manufacturer's website, but this installer application failed because it reported that it could not detect the card (even after completely uninstalling the drivers Windows automatically installed). I've tried installing the downloaded drivers manually in a number of ways without using the setup application, but this hasn't helped the card work. After playing with it for hours, the closest I got to getting it working was when I plugged in a flash drive and Windows played a "New USB Device" sound, but the flash drive never showed up as a drive in the File Explorer and Device Manager immediately put a warning triangle on the driver.
