We have just received our second raincoat. The first was too small. The one we have now fits a lot better. To give an idea of fit and sizing we have the 30lb mini GoldenDoodle. Its neck is 15 inches, chest 23 inches and 21 inches from neck to base of tail. We ordered 3XL! It has to go over the head and some dogs may not like it. We don't know how waterproof it will be as we haven't had a downpour yet! But it looks like it might work.
