The order (position) of the filters is wrong

The filter is ok. I threw away the cheap gravel and replaced it with Seachem Matrix. The order of the filters (pictured here on Revain) and how they shipped the product to me are incorrect. After the bottom gravel layer (or Seachem Matrix in my case) the white filter should come next, followed by the fine black sponge and then the coarse black sponge on top (i.e. reverse filter order). What I have (and I don't blame the manufacturer) is that my filter isn't heavy enough to stay on the ground. Maybe it's because the matrix is lighter than crushed stone? I may have to add something heavier. Finally, I would recommend a more powerful air pump. My flow seems to be rather weak. I am using a Tetra Whisper 20 for a 10 gallon tank and it is not powerful enough to force water through this filter at a reasonable rate.
