Suction power is terrible for a surface device. When my tortoises sit on it, the suction power breaks down in most cases. It also tilts a lot when my turtles try to climb on it, making it easy to slip off before they can get onto the dock. I solved this problem by placing a small rock towards the center/wall of the dock to stabilize it. The turtles have meanwhile gotten used to getting by and two turtles even walk on it (5 each) and as long as one of the suction cups is still popping, it stays put. So that's good enough, but there might be better options for the price you pay.
