We have an 8 month old Golden Retriever who does not like coming when called. We were traveling this summer and wished she had more freedom in the parks etc but also didn't trust her to come when called (especially when crossing a deer trail). We were able to let them run around in it (works great with a top/back attached halter. If you attach it to the collar or front it can get tangled in the dog's paws). It has served its purpose and we will continue to use it for training. Just make sure it doesn't get tangled in your legs too. I learned it the hard way with a good rope burn.
