Give it a 3.5 or more. There were last minute problems packing a two week trip and I had to switch from a hard top to a soft top. The main issue with this bag was that the straps were too short for an SUV with side roof racks but not transverse ones. This bag was adequate for the luggage we needed, once settled into it it was quiet (noisy in the wind at first). However, because the tension was so great, there were small tears where the strap made contact with the bag. It was low and lo and behold it was raining all the way back because it was soaking wet up front. He did his job in a short time and for little money. I bought a more expensive one, the flash broke the first time. The straps were an issue, my stuff got wet but my stuff was in a pinch.
