This hat is already configured to route the PPS from the GPS to the Raspberry Pi it is connected to. This means you can take advantage of the excellent timing properties of GPS for very accurate timing on your Raspberry Pi. On the Raspberry Pi itself it is possible to measure time within +/- 10 microseconds. This requires a good view of the sky to pick up a GPS signal. Best near a window, or you can connect an external GPS antenna to the uFL connector. The Common Bought Together listing currently has the wrong uFL connector adapter type, so beware. The built-in GPS antenna is decent, so an external GPS antenna isn't always needed. There are several guides on how to use it to set up an NTP server on the internet. The only downside is that it requires soldering skills to assemble. The header pins between the hat and the Raspberry Pi are supplied separately.
