Nightmarish quality and complete inconsistency with the description.

I bought a hair dryer, broke down a month later, took it to a service center, they gave a conclusion that the marriage was factory. I've been trying to contact the seller for almost a month. No reaction. I connected  market, there are only promises.
The seller is not responsible for the goods sold, the connection does not go out.
Although the service center said that the seller is obliged to return the money or change the goods
