After spending several hours looking for a solution I gave up. While many AT commands work, some important ones don't. Most importantly, these modules could not be programmed to be bound to a specific address. The AT command for BIND did not return "OK" and did not change the default value of 0:0:0. And I couldn't change the baud rate with the UART command - always went back to 4800. Unfortunately I can't recommend a better solution until I've tried another brand.
