Finally managed to connect.
Connected to the OBD port, ignition on, power light came on, blue light flashed slowly as it should. The device does not appear on any Android device tried on 3 or Windows laptops. I need to change my previous rating. After looking through the online manual, I noticed a very small, unlabeled button on the device. The picture in the manual is marked how to connect it. After trying again and pressing the button, it showed up as an available device.
