They are rust free.
Stainless steel brackets and screws. On the matte side is a protective plastic with embedded holes. Looks good on the matte side and yes something like PITA to get the plastic off. I see a number of reviews saying they look used or have a crappy finish, it's protective plastic. But for the record, they're 0.037. " thick.
