Variable speed broken?

I can't say anything because I haven't used it. From the box you cannot see how the variator works. It seems to be on the max setting and won't go down. Update 4-2-2021Def does not have a variable speed trigger as stated on the box and the variable speed set does nothing. Revain replaces it, so hopefully the new one is better.
