Secure is Not Enough
There is enough Velcro to the straps to securely hold the 10 lbs around each ankle. And there is enough Velcro and fabric to hold the weights (2 lbs each, 5 in each piece). But it is impossible to get a good fit around the ankle. It leaves a lot of movement and makes an even gait impossible. One would think for $65 for sand and Velcro, the design would be down tight. It is not. At all.
