Legs do not sit properly on top and bottom of cart with no bumps

I have built carts in the past that are very similar to the Suncast Commercial PUCSD2645 Utility Cart. I don't remember them being as difficult to assemble as this car. Not that assembly is difficult, because it isn't. The main issue is how poorly the parts fit together and what the assembly instructions don't say. First you need a Phillips screwdriver with a very short shank. The regular Phillips screwdriver is too long to tighten the screws on the rear legs. You will also need a flashlight and a hammer. A flashlight should help you spot the screw holes hidden in the black plastic. A hammer is needed as the legs will not fit properly. let me explain. When I first tried to follow the instructions and attach the legs, I thought the screws that came with them were too short. No matter how I turned, they just wouldn't cling to the plastic. I finally realized that the screws were the right length, but the legs didn't sit deep enough in their rails. I tried to put pressure on her but I couldn't move her. As much as I hated using a hammer for something like this, I had to place the machine on towels and gently hammer each leg into place. I had to do this for the top and bottom of the wagon. This is a matter of serious concern. If the legs aren't adjusted properly, you can still tighten the screws, but they won't actually tighten. You might think it is and only use the cart to make it fall apart on you and spill its contents. This can be potentially dangerous, so make sure the feet are installed correctly (top and bottom) and that the screws are actually fully tightened. My concern about this is strong enough to give the Suncast Commercial PUCSD2645 Universal Cart a two star rating. To be honest, if installed correctly and accurately, the car itself is not bad. However, safety must come first with any product and the manufacturer should have warned the user about the difficulty of attaching legs to the top and bottom.
