Reasonably priced, almost impossible to fit

I bought a set of four inner tube tires for my small garden cart, the tires of which are completely rotted. Due to the design of the wheels, the tires had to be fitted, I found that the tires could not be fitted. If I had some kind of hydraulic press maybe they could be installed but by hand even with powerful motorcycle tire changers this was not possible. I ended up donating them to our local thrift store.
