Doesn't work - fluorescent lamps

I don't understand what happened when I installed the UV lamp for the first time. She made the pond crystal clear. After about 6 months the pond started to turn green again. I thought the bulb had failed after installing the bulb nothing has changed for a week the pond is still green very disappointing
