620w not 1000w as advertised

I installed this heater on a fan and tested it for a few minutes until the performance stabilized. After about 10 minutes, the output was 620 watts and remained only a few watts from this reading. The voltage showed 124 volts and the current was about 5 amps. The fan blows enough air through the heating elements to keep the thermal switch from tripping, so I'm confident the ceramic heater was running at full blast. I have used other ceramic elements from this company that were rated at 200w/300w and were actually around 270w so these heaters were exactly as advertised but this one is not as advertised. Also, it had a plastic smell when heated that others didn't have. I kept it for several hours but the smell hasn't completely gone. I decided to return this one and go with the heating elements I already have.
