Too small for an already small cat

My cat is nine pounds and when in it needs to sit up straight. When she lies down she has to curl up and looks very uncomfortable. Also, the bottom edge of the bag sags because of her body weight, so she can't even sit on a flat surface while I walk with the backpack strapped to my shoulders. I have tightened the straps as tight as possible but it still happens. I wish I could return it but I waited too long for the return date.
