They are conductive.

I had my suspicions and wanted to check the continuity between the shaft and the impact surface for a few months, forgetting every day, until finally I tripped over the relay and was hit by 120v. Who destroys what with a Phillips screwdriver? I bought them on the assumption that I would get a few extra years of heavy use and that Klein probably wouldn't make a conductive Phillips screwdriver.
