I bought this mainly as a decoration for our pontoon. It is combined with a sea green decking board! If you are looking for a rescue tool, as others have said, it is very light and it will be difficult to throw accurately. This is solid styrofoam as shown in the photo with rope and straps attached. That was enough for me to attach the Velcro to the side of the railing.
