I found a video on YouTube on how to replace and repair these aerators. A few screws removed, new valves and gaskets replaced, they are like new. The old valve is collapsing as seen in the photos. New ones in place bring the device back to life.

Package includes most of the items needed for the restoration. My pump diaphragms are torn. The new diaphragms fit snugly and required some effort to reinstall. Keep the screws in order. The four holding the top of the case are the same size (but longer) than the ones holding the base. If you use the wrong size screws when assembling, the case will not assemble and you will have to remove each screw one by one and try to find the long ones.
