Will not fit my truck body

I have a 2004 GMC Sierra 2500 (non-HD). The screws appear to be screwed in incorrectly because they go into the hole but are not tightened. They just keep turning as if the threads had snapped. But they don't strip, because when you remove the old ones, they tighten up like they should.
