Product has dents which would indicate that felt was not needed for the underside but as it was so worn it needed it as it was no longer smooth ; smooth. However, they hold up well and are much better than the cheaper ones, just find off the shelf air hockey sticks and buy new ones instead.

We bought my son an air hockey table for Christmas. The included drummers were very cheap and didn't work well. I bought these as a replacement and we are very satisfied. They are strong and work great. I had to buy a felt back to put them on but they were definitely worth it.
