It has a mirrored background, which helps a bit with the throw. I had no problems with it, I removed the package from the device, plugged it in, clicked it and it worked as advertised. I bought this 20w fixture to replace the 3 7w CFL bulbs I had. CFL bulbs were cheap, as were bulbs from other manufacturers, but even at comparable wattages (21W for CFLs and 20W for this device), the fluorescent bulbs produced much more fluorescence over a longer distance, with the added benefit of being omnidirectional and not only in the semi-cylindrical scheme.
