I've been working with vinyl for about 15 years now. I've never worked with worse vinyl. The packaging was terrible. Vinyl lost due to shipping label stuck to it. It was very difficult to weed. When I finally sorted everything out, it wasn't sticking to the transfer tape without some of the white backing sticking to the back of the images. We got this to add black cow patches to our white shuttle bus (which we turned into a camper van). We thought it was cheaper than auto vinyl, so why not? Spring. Go with car vinyl for vehicles and big places. I used to poke blisters with a pin. But you can't beat the price and my shuttle bus looks like a cow so I can't complain. But if I was going to make vinyl signs with it (as it's supposed to be used) and use transfer film, that would be a great material. Thick, heavy, not thin at all…

Oracal 651 usually works fine for me. However, this time it was wrapped with tape wrapped around the entire roll in two places to prevent unwinding. It's usually just a small piece. In the process he ruined the first 16x24" vinyl. Totally unusable due to tape imprint/defect. I took it off very carefully, hoping it wouldn't lift or stretch the vinyl, and unfortunately that was unavoidable in places.
