RPM is not a constant signal

I've been looking for a replacement for an old 40x40x10 fan that produces a constant RPM signal, but it doesn't seem to work. Everything else seemed fine.

Works perfectly! fits Computers and Accessories

I bought this fan to replace a broken one in my 8 year old Alienware desktop computer. The fins are a little thinner than the originals, but work perfectly.

Completely silent. Doesn't move a ton of air.

While it's completely silent, it doesn't move enough air to effectively cool my Northbridge. Credit: My Northbridge is getting very hot.
