I ordered a size 4 to try on a two year old. I received a size 1 that says 9-20 pounds. That's quite a weight range. Thought it wouldn't hurt to try them on my 7 month old who is just over 18lbs and wears a size 3 in tiny huggies and pampers. Size 1 is slightly shorter than size 3 of other brands. .
