Before you send your 17-year-old starter to the Auto Zone for an inspection, take a look at this part first. "Checked" mine and spent $100 on a new starter. This is the culprit when the headlights work but won't start. The part worked perfectly, the inner metal and plastic part fell out of the case during installation. I couldn't figure out that the spring and brass clip were back together. But I could use the case from the defective unit. Dorman's YouTube video made it easy. Make sure you have "protect" hex wrenches with a hole in the middle. The broken interior looks solid and will hopefully last another 17 years and 135,000 miles.
