The outer cover does not fit, the turn signal does not work

The rear plastic cover of the mirror was placed in a separate bag, which seemed strange to me. I spent 30 minutes installing a mirror on my 2014 Scion and an hour getting the back cover clips to stay in place. It's no coincidence and now I have to drive without a mirror cap until I find one. The blinker doesn't work either.
