Started using quat tablets with COVD-19 (1 tablet per 1 gallon of water using sprayers). I read somewhere that cotton fabric is useless because cotton binds to ions making the quat pill ineffective. Decided to experiment. There are 6 test strips in the photo. Starting at the far right, a solid green was obtained from a fresh batch of Quat-Tab in a gallon of water. On the left, a lighter shade of green is tested immediately after dropping a cotton towel. To the left of this, a nearly yellow stripe was tested about 1 minute after the towel was in the bucket. 200ppm is acceptable under health guidelines so the yellow band still gets through but I prefer my batch to be stronger at 400ppm so I want to see more green. The three test strips on the left of the image are solid green. They are tested in the same way, except that a microfiber cloth is used instead of cotton. This shows that the microfiber is not reacting with the quat-tab. The study I read says the same thing and recommends microfiber over cotton.
