I don't think they work

Maybe I don't know what I'm doing but they don't work as I expected. Below is how I connect it and then restore. CONNECTED 3.3V to LV 5V to HV Ground both sides to ground All other pins open RESULT SL1,L2,L3,L4 all have 3.3V even with nothing connected! H1, H2, H3, H4 are all 5V, although none of the pins on the bottom are high. If I apply a 3.3V signal to one of the LV pins and connect the HV to my device, the HV pin drops to 3.3V.
