Poor load regulation

I have found that these DC/DC converters have poor load regulation which makes them unsuitable for my project. I tried using the device in both adjustable and fixed output voltage modes. In fixed mode, the no-load output voltage was 4.8 volts when set to 5 volts, and quickly dropped below 4 when a load of less than 1 amp was applied. In variable voltage mode I was able to get an open circuit voltage of 5 volts, but it still dropped quickly when the load was applied. On the plus side, they have good voltage regulation and are very difficult to kill. From 12 volts to 30 volts there was very little change in output. After finding them useless I did a rigorous stress test to see if they would fail open or closed but I couldn't kill them because it was supposed to be either just thermal protection or current protection.
